He is attested in office on January 15 of that year by a law preserved in the Codex Theodosianus . He has been sometimes identified with a Hilarius Praetorian prefect of Gaul in 396, but this identification is rejected by historians on the fact that the urban prefecture was a lesser office than the praetorian one. His responsibility was looking after equipment and building works but could command the legion when his seniors were absent. The post was usually held by men coming from the ranks of the centurion ate, having already served as chief centurions primus pilus of a legion, and was therefore open to ordinary citizens. A camp prefect s job was to maintain and update the equipment, organize the legion, and make sure that the soldiers were properly trained. The praefectus annonae Prefect of the Provisions was a Roman Empire Roman imperial official charged with the supervision of the Grain supply to the city of Rome grain supply to the city of Rome . Under the Roman Republic republic , the job was usually done by an aedile . However, in emergencies, or in times of extraordinary scarcity, an individual would be elected to the office, and would take charge of supplying the entire city with provisions. The first individual was appointed to this office in 439 BC. ref Liv. Around 7 BC, the first Roman Emperor , Augustus , followed this example, and after vesting himself with these powers, specified that two former praetor s should be appointed every year to carry out the functions of this office. Augustus transferred powers from the aedile to this office, and specified that all holders of this office be members of the Equestrian order . He was praefectusurbi in 414, ref CIL 6 1659 , CIL 6 1703 ref succeeding his friend Rutilius Namatianus , and possibly again in 426. Biography His father was probably Caecina Decius Albinus , and his grandfather Aginatius Albinus was therefore a member of the Roman aristocracy related to the families of the Ceionia gens Ceionii and the Decius gens Decii . Caecina Decius Basilius , consul in 463, might be his son. Albinus was an associate of the poet Rutilius Claudius Namatianus , who described him as a youth in the flower of life vitae flore puer , owning a villa near Namatianus at Volaterrae in modern Tuscany, having a son Rufius, and who was Namatianus successor as praefectusurbi . ref De reditu suo I.167 171, 466 474.
