    File Tymczasowa Rada Stanu posiedzenie inauguracyjne 1917.jpg 250px thumb First meeting of Provisional Council of State Provisional Council of State lang pl Tymczasowa Rada Stanu was the first government of the Kingdom of Poland 1916 1918 Kingdom of Poland , a new state created by the military authorities of Germany and Austria on some Polish lands during First World War . The Provisional Council was officially created on the basis of Act of November 5th of 1916 , and started meetings on 14 January 1917. The Council had 25 members 10 from Austrian lands and 15 from German. Its president was Wac aw Niemojowski , and vice president, J zef Miku owski Pomorski . J zef Pi sudski held the authority over the military matters. The Council demanded more autonomy from the occupying governments, including in education. After attempts by Austria and Germany to ensure that the Council would be but a puppet body, Pi sudski resigned from it, which led to the oath crisis in the Polish Legions in WWI Polish legions in July. In its aftermath, the entire Council disbanded on 25 August 1917. It was followed by the Temporary Committee of the Provisional Council of State Komisja Przej ciowa Tymczasowej Rady Stanu and then by the Regency Council .     Politics of Israel The Provisional State Council lang he , Moetzet HaMedina HaZmanit was the temporary legislature of Israel from shortly before Declaration of Independence Israel independence until the election of the Israeli legislative election, 1949 first Knesset in January 1949. It took the place of Her Majesty s Most Honourable Privy Council His Majesty s Privy Council , through which the British Government had legislated for Mandatory Palestine . It began life as Moetzet HaAm lang he , lit. People s Council on 12 April 1948 in preparation for independence just over a month later. There were 37 members representing all sides of the Jew ish political spectrum, from the Revisionist Zionism Revisionists to the Palestine Communist Party Communist s. A separate body, Provisional government of Israel Minhelet HaAm was set up as the proto Cabinet of Israel cabinet , all of whose members were also members of Moetzet HaAm. On 14 May at 13 50, Moetzet HaAm met at the Jewish National Fund JNF building in Tel Aviv to vote on the text of the declaration of independence. Despite disagreements over issues such as borders and religion, it was passed unanimously and the meeting ended at 15 00, an hour before the declaration was to be made. The 37 members were those that signed the declaration. Following independence, the body was renamed the Provisional State Council . Its last meeting was held on 3 February 1949. The council s titular figurehead, Chaim Weizmann , was Israel s de facto head of state until he was Israeli presidential election, 1949 elected President of Israel president in February 1949.     Politics of Ghana The Provisional National Defence Council PNDC was the name of the Ghana ian government after the People s National Party Ghana People s National Party s elected government was overthrown by Jerry Rawlings , the former head of the Armed Forces Revolutionary Council, Ghana Armed Forces Revolutionary Council . This was on December 31, 1981. It remained in power until January 7, 1993. In a statement explaining the coup d tat , Rawlings explained that a holy war was necessary due to the PNP s failure to provide effective leadership and by the collapse of the national economy and state services. The PNDC was a military dictatorship that co opted civilians to give it credibility. The majority of Council members were civilians. The PNDC policies reflect a revolutionary government yet pragmatic in its approach. The economic objectives of the PNDC were to halt the economic decay, stabilise the economy and consequently stimulate economic growth. Politically, its goal was to establish structures that would allow the permeation of People Power. Most significantly, the PNDC, carrying with it the spirit of the June 4, 1979 Uprising, brought to the table a change in the people s attitude from a government will provide position to being proactive in nation building.
