As the postal officer had not been supplied with 3 Pfennig Germania stamp s, he bisect ed his 5 Pfennig stamps Michel nummer 55 of the series and stamped them by hand with a 3 PF mark. Mail with the Vineta provisional stamp was sent from Pernambuco to Germany on April 17, 1901. Only 600 stamps were issued making the provisional one of the rarer stamps in German philately . Controversy The stamp gained notoriety because it had been catalogued by the Michel catalogue as a regular stamp and given the number 67. Collectors who aspired to put together a complete collection of issues of the Reichspost had an interest in acquiring this stamp. It was created in 1940 as a joint initiative of the Headquarters of the Armia Krajowa and the Government Delegate s Office at Home Delegate s Office . It was a kind of shadow administration prepared for the moment of either liberation of Poland or the start of an all national armed uprising. It was based on the Voivodeships of Poland Polish pre war administrative division , composed of three grades voivodeship powiat gmina , combined with the pre war military division. In August 1943 the division of competences between the army and the civilian authorities was agreed. The organization of the Provisional Administration was later accepted by the President of Poland on April 26, 1944. In 1944 during Operation Tempest , as the sole representatives of the legitimate Polish government, the members of the Provisional Administration took power from the withdrawing German troops and welcomed the advancing Red Army . However, most of them were arrested by the NKVD and either sent to Russia for interrogation , sent to the GULag or killed on the spot. The court must take into consideration the private interest of the party against whom the remedy is sought, the risk of erroneous deprivation as well as the probable value, if any, of addition or substitute safeguards and, the moving party s interest.   1. Ripon Grammar School ballot

    The Ripon Grammar School ballot was a ballot which occurred in 2000 to decide whether to keep Ripon Grammar School as a grammar school which selects on academic ability or to move to a comprehensive system. To date it remains the only vote on whether to abolish a grammar school in the United Kingdom under measures which had been introduced by the Labour government. Buys Ballot Buys Ballot is an oddly shaped moon lunar Impact crater crater that is located on the Far side Moon far side of the Moon . It lies just to the northwest of the small lunar mare named Lacus Luxuriae , and southeast of the crater Freundlich crater Freundlich . Other nearby craters of note are Anderson crater Anderson to the southwest and Dante crater Dante to the northeast. This formation has a distinctive shape for a crater, having a prominent extension to the south that nearly doubles the dimension compared to the width across the maximum west east cross section. It vaguely resembles a pear, with the thinner end to the south and the bulge to the north. Despite the odd shape, this crater has not been significantly eroded and only a few tiny craterlets mark the interior or the rim. Running down the middle of the crater along its longest dimension is a ridge that divides the southern part in half. This ridge extends as far north as the widest part before coming to an end. The floor at this widest part has been partially resurfaced by basalt ic lava , leaving an oval area around the northern edge of the central ridge surrounded by a patch of material with a lower albedo than the surroundings. The remainder of the interior floor is somewhat rough and irregular, particularly in the southern half. Attached to the northern end of the crater is another odd formation consisting of the satellite craters Buys Ballot Y and Z. These two nearly resemble ...
