NPBA serves as a living reminder of the cultural and intellectual continuity of the effort to make television something more than commercial networks can provide. PBS is funded by government grant and the sale of commercial airtime. TVM is Malta s most watched television channel, while Magic 91.7 enjoys huge popularity among local and tourist listeners. In 1975 PBS formerly Xandir Malta XM became joint member of the European Broadcasting Union together with the Maltese Broadcasting Authority MBA . The latter was admitted as a full active member together with Malta Television Service Ltd already in 1970. Since 2003 PBS is the sole Maltese member of EBU. Prior to Xandir Malta, Rediffusion broadcast television programmes in Malta under the name Malta Television Service Ltd. The service was run by Rediffusion, the London and West Midlands independent broadcaster. nofootnotes date August 2010 The BroadcastingAct 1980 1980 c. 64 was an Act of Parliament in the United Kingdom . It was repealed by the BroadcastingAct 1981 , though the provisions of the Act remained in force. The most significant effect of the Act was to amend the Independent Broadcasting Authority Act 1973 , giving the Independent Broadcasting Authority the power to provide a second television station. This began the process which would lead to the creation of Channel 4 in 1982. It also made provision for the broadcasting of television programmes in Wales, and established the Broadcasting Complaints Commission United Kingdom Broadcasting Complaints Commission .
