Orphan date February 2009 Based in Portsmouth, Virginia , the Southeastern Public Service Authority SPSA is the solid waste management agency for the one million population region south of Hampton Roads Harbor and the lower James River Virginia James River in Virginia . It services the independent cities of Chesapeake, Virginia Chesapeake , Franklin, Virginia Franklin , Norfolk, Virginia Norfolk , Portsmouth, Virginia Portsmouth , Suffolk, Virginia Suffolk , and Virginia Beach and the counties of Isle of Wight County, Virginia Isle of Wight and Southampton County, Virginia Southampton . SPSA was created by an act of the Virginia General Assembly in 1976. Before, each community in South Hampton Roads fully managed its own solid waste. As federal environmental regulations became stricter in the 1970s, it became apparent that the region needed a regional system to manage the area s garbage. SPSA converts trash to steam and electricity, which it sells to the U.S. Navy s Norfolk Naval Shipyard and Dominion Virginia Power . SPSA facilities are located throughout its convert 2000 sqmi km2 adj on service area. These facilities include the regional landfill, the waste to energy system, nine transfer stations, nine household hazardous waste collection stations, and a yard waste facility that produces mulch and compost, which are sold under the brand name http www.spsa.com business bus naturesblend.asp Nature s Blend . Residents in the SPSA region each throw away about six pounds of trash per day, resulting in about 2,200 pounds of trash a year per person, i.e. over a million tons of waste each year. Nearly half of this volume of garbage is converted into steam and electrical energy at the waste to energy system, about 40 percent is taken to the landfill and 10 percent is recycled. SPSA is ISO 14001 certified. SPSA has approximately 500 employees and its FY 06 07 operating budget totaled approximately 88 million. PTAL stands for PublicTransport Accessibility Level . It is a method sometimes used in United Kingdom transport planning to assess the accessibility access level of geographical areas to publictransport. PTAL is a simple, easily calculated approach that hinges on the distance from any point to the nearest publictransport stop, and service frequency at those stops. The result is a grade from 1 6 including sub divisions 1a, 1b, 6a and 6b , where a PTAL of 1a indicates extremely poor access to the location by publictransport, and a PTAL of 6b indicates excellent access by publictransport. Background The PTAL calculation was originally developed by the London Borough of Hammersmith and Fulham , and was later adopted by Transport for London as the standard method for calculation of publictransport access in London . It is not commonly used outside Greater London or the south east of England. Method The first stage in PTAL calculation is to calculate the walking distance from the site known as the point of interest POI to the nearest bus stops and Rail transport rail stations where rail can be taken to also include London Underground , Docklands Light Railway DLR and trams .
