File Titus Cornelius Celsus.jpg 200px thumb Celsus from Guillaume Rouill Promptuarii Iconum Insigniorum Titus Cornelius Celsus , Roman usurper under Gallienus , one of the Thirty Tyrants Roman Thirty Tyrants enumerated by Trebellius Pollio . In the twelfth year of Gallienus reign 265 , when usurpers were springing up in every quarter of the Roman Empire Roman world, a certain Celsus, who had never risen higher in the service of the state than the rank of a military tribune, living quietly on his lands in Africa Roman province Africa , in no way remarkable except as a man of upright life and commanding person, was suddenly proclaimed emperor by Vibius Passienus , proconsul of the province, and Fabius Pomponianus , general of the limes Tripolitanus Libyan frontier . So sudden was the movement, that the appropriate trappings of dignity had not been provided, and the hands of Galliena , a cousin it is said of the lawful monarch, invested the new prince with a robe snatched from the statue of a goddess. The downfall of Celsus was not less rapid than his elevation he was slain on the seventh day, his body was devoured by dogs, and the loyal inhabitants of Sicca testified their devotion to the reigning sovereign by devising an insult to the memory of his rival unheard of before that time. The effigy of the traitor was raised high upon a cross, round which the rabble danced in triumph. See also Gallienus usurpers . Publius Rupilius , Roman Republic Roman statesman, consul in 132 BC. During the inquiry that followed the death of Tiberius Gracchus , conducted by himself and his colleague Popillius Laenas , he proceeded with the utmost severity against the supporters of Gracchus. In the same year he was despatched to Sicily , where he suppressed the revolt of the slaves under Eunus . During 131 BC he remained as proconsul of the island, and, with the assistance of ten commissioners appointed by the Roman Senate Senate , drew up regulations for the organization of Sicily as a province. These regulations were known by the title of leges Rupiliae , though they were not laws in the strict sense. Rupilius was subsequently brought to trial 123 BC and condemned for his treatment of the friends of Gracchus. The disgrace of his condemnation, added to disappointment at the failure of his brother to obtain the consulship in spite of the efforts of Scipio , caused his death shortly afterwards.
