  1. Purchase order

A purchase order PO is a Trade commercial document issued by a buyer to a vendor supply chain seller , indicating types, quantities, and agreed prices for products or services the seller will provide to the buyer. Sending a purchase order to a supplier constitutes a legal offer to buy products or services. Acceptance of a purchase order by a seller usually forms a one off contract between the buyer and seller, so no contract exists until the purchase order is accepted. It is used to control the purchasing of products and services from external suppliers. ref cite book last Dobler first Donald W coauthors Burt, David N title Purchasing and Supply Management, Text and Cases edition Sixth Edition year 1996 publisher McGraw Hill location Singapore pages 70 ref Background There are several reasons why companies use purchase orders. Purchase orders allow buyers to clearly and explicitly communicate their intentions to sellers, and sellers are protected in case of a buyer s refusal to pay for goods or services. Purchase orders also help a purchasing agent to manage incoming orders and pending orders. Purchase orders also are an economical choice for a business because they streamline the purchasing process to a standard procedure. Getting financial assistance from commercial lenders or Financial institution financial institutions is another reason for using purchase orders. There are various trade finance facilities that almost every financial institution allows to businessmen against such purchase order such as Before Shipment credit facility Post Shipment credit facility Trade Finance facility Foreign Bill Purchase credit facility Bill retirement credit facility Electronic Purchase Orders Many purchase orders are no longer paper based, but rather transmitted electronically over the Internet. 1. Purchase order request

A purchase order request or purchase requisition is a request sent internally within a company to obtain purchased goods and services, including Inventory stock . The request is a document which tells the purchasing department or manager exactly what items and services are requested, the quantity, source and associated costs. A Purchase Requisition Form PRF is filled out prior to purchasing goods as a form of tangible authorisation. Purchase request forms are often used in smaller business who do not have a computer based system. However, many computer included web based solution systems are available on the market that can facilitate the capture of purchase request information. Purchase order requests can also be passed to the purchasing department via a management information system . A PRF may contain budget and purchase values to make the individual aware of the annual and remaining budget before a purchase is made. Such a system is there to guarantee that goods and services are purchased with the consent of the line manager and that a sufficient budget is available. 1. Compulsory purchase order

A compulsory purchase order CPO is a legal function in the United Kingdom and the Republic of Ireland that allows certain bodies which need to obtain land or property to do so without the consent of the owner. It may be enforced if a proposed development is considered one for public betterment for example when building motorway s where a land owner does not want to sell. Similarly, if town council s wish to develop a town centre, they may issue compulsory purchase orders. In the Republic of Ireland, CPOs are quite common due to the massive road upgrade programme under the National Development Plan . CPOs are also used for railway rail projects. If a person objects to the issuing of a CPO, they may appeal to the High Court Ireland High Court . ref http www.irishstatutebook.ie 1966 en act pub 0021 sec0078.html Housing Act 1966 ROI ref In the United Kingdom, most Orders are made as subordinate legislation under powers given to Local Authorities in existing legislation e.g. an Order for road works is made under the Highways Act 1980 . Whilst the powers are strong the Authority must demonstrate that the taking of the land is necessary and there is a compelling case in the public interest . Owners or occupiers can challenge this, and their objection will be heard by an independent Inspector. Compensation rights usually include the value of the property, costs of acquiring and moving to a new property, and sometimes additional payments. Costs of professional advice regarding compensation are usually reimbursed by the Authority, so that people affected by a compulsory purchase order can seek advice from a solicitor and a surveying surveyor and expect to be reimbursed.
