    The Qingli Reforms also called Minor Reforms, took place in China s Song Dynasty under the leadership of Fan Zhongyan and Ouyang Xiu . Taking place from 1043 to 1045 , it was a short lived attempt to introduce reforms into the traditional way of conducting governmental affairs in China. It was a precursor to a grander effort three decades later led by Wang Anshi . Fan Zhongyan main Fan Zhongyan Fan Zhongyan was prefect of Kaifeng , the Song Dynasty imperial Capital political capital during the Northern Song era, in the 1030s. However, he was demoted to regional posts for criticizing the Chief Councillor . In 1040 , the Liao Dynasty Liao and Western Xia to the north threatened Song security. Fan was brought back to organize a strong defense. Ouyang Xiu main Ouyang Xiu Ouyang Xiu was posted to Kaifeng four years after passing his Jinshi imperial examination jinshi examination in 1030 . He began his association with Fan from this time in Kaifeng. Like Fan, he also was demoted. After Fan s demotion, Ouyang criticized Fan s principle critic, resulting in being sent to a minor post in Hubei . Like Fan, he was brought back to the capital in the 1040s where he was assigned to work on cataloguing the entire imperial library. Ten Point Memorial Fan Zhongyan submitted a ten point memorial in which he outlined his reform objectives.     The Toledo Reforms were a series of reforms implemented by Francisco de Toledo, Count of Oropesa to Spain s policies in the Viceroyalty of Peru . The years 1533 1569 were considered the years of crisis and turmoil in the Viceroyalty of Peru. During these years there were several problems that emerged and that needed serious attention. The Spanish conquistador s found it hard to maintain order in the Andes . The problems that emerged during this time were the New Laws of 1542 that were established by Blasco N ez Vela and the weakening of the encomienda system. These laws were established to put an end to the exploitation of Amerindian s by the establishment of a fair taxation system. This angered the Spaniards because they felt that it was a direct interference in the lands that they won by force and because the laws hurt them from an economical standpoint. The weakening of the encomienda system also hurt the Spaniards economically. This system was weakened by competition from other Spanish economic ventures, tax and labor burdens of the encomenderos , and the spread of European epidemic diseases amongst the Andean peoples. This economic crisis needed serious attention. To deal with the emerging problems, King Philip II of Spain named Francisco de Toledo, Count of Oropesa as the new Viceroy of Peru in 1568. During his twelve year rule, he established reforms that he felt would deal with the economic crisis in the Andes. Francisco de Toledo s reforms dealt with 3 key issues. The first was organizing the indigenous peoples into large towns called reducciones . The reducciones were then divided into 614 administrative districts called repartimiento s . Each repartimiento was headed by a Curaca kuraka . The second issue was imposing a regularized system of taxation which was the tribute tax. The tax amount was very high.     The Childers Reforms restructured the infantry regiment s of the British army . The reforms were undertaken by Secretary of State for War Hugh Childers in 1881, and were a continuation of the earlier Cardwell reforms . The reorganisation was brought into effect by General Order 41 1881, issued on 1 May 1881, amended by G.O. 70 1881 dated 1 July, which created a network of multi battalion regiments. In England, Wales and Scotland, each regiment was to have two regular or line battalions and two militia battalions. In Ireland, there were to be two line and three militia battalions. This was done by renaming the numbered regiments of foot and county militia regiments. In addition the various corps of county Volunteer Force Great Britain rifle volunteers were to be designated as volunteer battalions. Each of these regiments was linked by headquarters location and territorial name to its local Regimental District . The reforms came into effect on 1 July. From 1881 regimental seniority numbers were officially abolished and battalions came to be known by their number within the regiment and the regimental district name.
