Part I of the Act put a five year duty of 33.3 ad valorem on nine categories of items including optical glass, laboratory porcelain, hosiery latch needles, metallic tungsten, synthetic chemicals that were perceived as being essential to British success in the World War I Great War . Part II of the Act put a similar duty on imported goods which were sold at prices below the cost of production dumping pricing policy dumping or at prices lower than the prices of similar goods profitably made in Britain, due to depreciating currencies of the imported goods country of origin. New Secretary of the Treasury Andrew Mellon argued that significant tax reduction was necessary in order to spur economic expansion and restore prosperity. Mellon obtained repeal of the wartime excess profits tax . The top marginal rate on individuals fell from 73 to 58 percent by 1922, and preferential treatment for capital gains was introduced at a rate of 12.5 percent. Mellon had hoped for more significant tax reduction. Tax on Corporations In 1921 a rate of 10 percent was levied on the net income of corporations and 12.5 percent levied thereafter. Lawrence C. Phipps R of Colorado, defined the Federal Aid Road program to develop an immense national highway system. The plan was crafted by the head of the National Highway Commission, Thomas MacDonald and was the first coherent plan for the nation s future roads. Dr. L. I. Hewes opened the Western Headquarters Office of the Bureau of Public Roads to administer federal aid highway and direct federal highway construction programs in 11 western states, including Alaska and Hawaii. It provided Federal 50 50 matching funds for state highway building up to 7 of roads statewide. By the end of 1921, more than 75 million in aid had been given to the states. In 1922, the Bureau of Public Roads commissioned Gen. John J. Pershing to draw up the Pershing Map for construction purposes and to give the government a clear understanding of which roads in the U.S. were the most important in the event of war. The Pershing Map was the 1st official topographic road map of the United States. From it, the hiking Appalachian Trail from Maine to Georgia was begun in 1922. By 1923, the roads authorized by the act had been completed. orphan date January 2010 The Railways Conveyance of Mails Act 1838 1 & 2 Vict. c. 98 was an Act of Parliament in the United Kingdom , signed into law on August 14, 1838. It required the transport of the Royal Mail by railway s at a standardised fee. The Act empowered the United Kingdom Postmaster General Postmaster General to require the railway companies to convey the mails , either by special trains or scheduled ones, at such times of the day and night as he would direct he also had power to specify the guards or postal officials to be carried. However, he could not require they be conveyed any faster than the maximum rate prescribed by that railway s Directors for first class trains. The companies were to be subject to Post Office directions regarding the specifics of carriage. If required, a whole carriage was to be set aside exclusively for the post, or a separate Travelling Post Office carriage for sorting letters . The Postmaster General could also require the mails be carried in Royal Mail coaches, not the company s carriages. The Act did not specify a rate of payment, but rather left the remuneration to be agreed between the railways and the Postmaster General, or if necessary settled by arbitration. These agreements were subject to alteration at a month s notice, though the Postmaster General had the power to terminate the services of the railway companies without notice if compensation was paid. The penalty for refusing or neglecting to convey the mails was 20, and the railways could be required to post security by bond, under a penalty of 100 per day for neglect. Individual lessees of a railway, those not a body corporate or company , were not to be required to give security above 1,000. Finally, two arbitrator s were to be appointed to mediate disputes between the Postmaster General and the railway companies. It currently has thirty open National Rail stations, through there were once well over a hundred. Between 1959 and 1970 much of the network was closed, including more than two thirds of Norfolk s railway stations, several main lines and most of the branch lines leaving only a core network in place. Several of the former routes have been re opened as heritage lines such as the North Norfolk Railway and the Mid Norfolk Railway . History Arrival of the railway The railway first arrived in Norfolk in 1845 with a major extension of an existing line from London which previously had stopped short of Cambridge at Bishop s Stortford. The extension had been built in sections by three different companies the Northern & Eastern Railway N&ER Bishop s Stortford to Newport the Eastern Counties Railway ECR Newport through Cambridge to Brandon and the Norwich & Brandon Railway N&B Brandon via Wymondham to Norwich. However, the ECR had already held on lease the N&ER s line from Stratford to Bishop s Stortford, and it continued to operate all the services over the expanded route, whose parts were opened simultanteously. Its original terminus was at Trowse railway station Trowse on the outskirts of Norwich . In 1849 this route was joined by the Eastern Union Railway EUR line from Haughley to Norwich ... and Britain s railways came under state control.
