In 2002, the Aspen Institute convened a three day conference in Aspen, Colorado to explore the meaning of netpolitik and how the internet is changing the powers of the nation state, international relations, and national security. But unlike Realpolitik which seeks to advance a nation s political interests through amoral coercion Netpolitik traffics in softer issues such as moral legitimacy, cultural identity, societal values, and public perception p. 2, 2002 . Netpolitik requires different resources than realpolitik, and is therefore different in its availability for use, bearing implications for the execution of diplomacy. The emergence of netpolitik and its interaction with realpolitik are related but not limited to that of soft power , and its interaction with hard power .     Unreferenced date October 2009 Ludwig August von Rochau was born on 20 August 1810 in Wolfenb ttel . He died on 15 October 1873 in Heidelberg . He was a journalist and politician who engaged in the Frankfurter Wachensturm of 1833 and subsequently spent ten years of exile in France . He published the famous Grunds tze der Realpolitik angewendet auf die staatlichen Zust nde Deutschlands German Grundregeln von Realpolitik, angewendet an den politischen Zust nden von Deutschland in 1853. From this work, the Austrian diplomat Klemens Wenzel, Prince von Metternich coined the term Realpolitik , a political philosophy based on a practical or pragmatic approach to political policy. Biography Rochau studied law, history, and political science in Jena and G ttingen . He was among the fifty students who stormed the Hauptwache Frankfurt am Main Hauptwache guard house, or police headquarters in Frankfurt . After the failure of the uprising, Rochau was arrested and condemned to prison for life. However, his friends helped him escape to France, where he lived in exile for the next ten years and wrote essays for liberalism liberal German newspapers. He operated as a political journalist during the Revolutions of 1848 in the German states Revolutions of 1848 . With the restoration of power by Otto von Bismarck and King Frederick William IV of Prussia in Berlin , Rochau fled to Italy. Although realpolitik is commonly equated with hard power , and seemingly noopolitik with soft power , both are broader in their embodiment of a form of organization. Specifically, realpolitik is not limited to hard power and coercion , but embodies a hierarchical form of organization. Likewise, noopolitik is not limited to reliance on knowledge and soft power, but embodies a networked form of organization.
