He was always a civilian, not a police officer. The Receiver s title came from the fact that his original role was to receive money raised from the rates tax rates of the Metropolitan Police District s parish es. All the property of the Metropolitan Police was technically owned by the holder of the post of Receiver, who had the legal status of a corporation sole . All contract s were made in his name and all purchases, sales and contracts required his approval. He had equal status with the Commissioner of Police of the Metropolis Commissioners . This had the advantage that the police, holding no property themselves, were protected from accusations of police corruption corruption .   1. Receiver General of the Isle of Man

    Politics of the Isle of Man The Receiver General of the Isle of Man was an appointment made by the Lieutenant Governor Isle of Man Lieutenant Governor . Until 1919 the Receiver General had a seat in the Legislative Council of the Isle of Man Legislative Council . The Receiver, called Receiver General and Collector between 1765 and 1832, and since then, Receiver General only, had after 1765, no land revenues to collect. He shared the work of collecting the customs duties and port dues with the Water Bailiff until 1832, when he was superseded by the appointment of a Collector, who was taken from among the members of Her Majesty s Customs and Excise HM Customs service. It would seem that, between 1832 and 1835, this official performed no duties whatever, but in the latter year he was constituted Chairman of the Harbour Board, a body which was at that time appointed by the British Government. In 1791 the Receiver General was deprived of his seat in the Legislative Council on the grounds that he was not appointed by patent under any of the royal seals, but he was then, on the representation of the commissioners, restored to it. He did not, however, take advantage of this privilege till 1813. Between 1832 and 1872 he did not sit in the Legislative Council, though there seems to have been nothing to prevent his doing so.
