Background After the Land Registry Act 1862 and further attempts in 1875 and 1897 failed, as they either tried to register everything or largely relied on voluntary registration, the 1925 Act was drafted to ensure a more complete, but progressive system. The LRA 1925 was passed along with a package of reforms of the land and settlement system, including the Law of Property Act 1925 , the Trustee Act 1925 , the Settled Land Act 1925 and the Land Charges Act 1925 . Content The basic premise of the Act was that interests in registered land had to be registered in order to bind future purchasers of the property. One of the most important provisions was that if someone had not registered the interests listed in section 70, these would nevertheless override the rights of a future purchaser. In particular under section 70 1 g , a person who had an equitable interest under a trust, and who was in actual occupation of the home, would be able to claim an overriding interest. The occupant would have priority over future purchases without his consent, as if his interest had been in fact registered. Apartheid legislation in South Africa The Asiatic RegistrationAct of the Transvaal Colony was an extension of the pass laws specifically aimed at Asians Indians and Chinese . Under the Act every male Asian had to register himself and produce on demand a thumb printed certificate of identity. Unregistered persons and prohibited immigrants could be deported without a right of appeal or fined on the spot if they fail to comply with Act. Under the Act, every Asian man, woman or child of eight years or upwards, entitled to reside in the Transvaal, was required to register his or her name with the Registrar of Asiatics and take out a certificate of registration. The applicants for registration had to surrender their old permits to the Registrar, and state in their applications their name, residence, caste, age, etc. The Registrar was to note down important marks of identification upon the applicant s person, and take his finger and thumb impressions. Parents were required to apply on behalf of their minor children and bring them to the Registrar in order to give their finger impressions, etc. In case of parents failing to discharge this responsibility laid upon them, the minor on attaining the age of sixteen years was required to discharge it himself, and if he defaulted, he made himself liable to the same punishments as could be awarded to his parents. The Farm Labor Contractor RegistrationAct FLCRA P.L. 88 582 September 7, 1964, as amended regulated the activities of farm labor contractors, that is, agents who recruit and are otherwise engaged in the transport, housing, and employment of migratory agricultural workers. Under FLCRA, farm labor contractors were required to secure certification through the U.S. Department of Labor. Strengthened by amendment in 1974, the Act became a target of grower criticism and, in 1983, was repealed and replaced with the Migrant and Seasonal Agricultural Workers Protection Act P.L. 97 470 .
