lede missing date October 2011 The Representation of the PeopleAct 1981 provides a for the disqualification from membership of the House of Commons of the United Kingdom House of Commons of any person who is detained anywhere in the British Islands or the Republic of Ireland or who is unlawfully at large at any time when he would otherwise be detained for more than a year for any offence, b that the election or nomination of such persons shall be void, and c that the seat of a Member who becomes so disqualified shall be vacated. This Act was passed following the election to the Westminster Parliament of a hunger striker, Bobby Sands , in the Fermanagh and South Tyrone by election, April 1981 , while he was serving a long term of imprisonment. The Representation of the PeopleAct 1985 is an Act of the Parliament of the United Kingdom concerning British electoral law. The Act allows British citizens who are resident outside the United Kingdom to qualify as overseas electors in the United Kingdom constituencies constituency for which they were last registered for a period of five years after they have left this was subsequently changed to 20 years and is now 15 years . Expatriate electors were able to register as overseas electors at British consular posts, starting in the summer of 1986. When registered, expatriate voters were eligible to vote by Proxy voting proxy at any Elections in the United Kingdom Parliamentary or European Parliament elections which were held after the 1987 register came into force on 16 February, 1987. It carried on from the Representation of the PeopleAct 1867 , and created seven additional Scottish seats in the British House of Commons House of Commons at the expense of seven England English borough constituencies , which were disenfranchised. Apartheid legislation in South Africa The Representation of Natives Act No 12 of 1936 commenced 10 July was legislation passed in South Africa which further reduced black rights at the time. Blacks in the Cape were no longer eligible to vote for the common roll, but were placed instead on a separate roll and halts the right to run for office. Africans throughout South Africa were then represented in government by four white senators. With this act, African voters in the Cape were removed from the common rolls on which they had been registered since 1854. Voting on a communal roll, they would elect three whites to the assembly, then consisting of 150 members elected by whites and a few Coloureds and two whites to the provincial council. Chiefs, local councils, urban advisory boards and election committees in all provinces were to elect four whites to the senate by a system of block voting. The act also created a Native Representative Council of six white officials, four nominated and twelve elected Africans. Repeal This Act was repealed on 19 June 1959 by the Promotion of Bantu Self government Act, 1959 . Apartheid legislation in South Africa The Separate Representation of Voters Act No. 46 was introduced in South Africa on 18 June 1951. Part of the legislation during the apartheid era, the National Party South Africa National Party introduced it to enforce racial segregation, and was the start of a deliberate process to remove all non white people from the voters roll. This act was declared invalid by the Supreme court Supreme Court when challenged in the case of Harris v Minister of the Interior 1952 2 SA 428 AD . The government, however, was able to circumvent this decision by increasing the number of Appellate Division judges from five to eleven, and increasing the size of the Senate from forty eight to forty nine. These changes enabled the government to successfully introduce the South Africa Act Amendment Act No 9 of 2 March 1956, effectively overturning the Supreme Court s decision and revalidating the act. This amendment was repealed by the Republic of South Africa Constitution Act 32 of 1961. The act as a whole was repealed by section 4 of the Separate Representation of Voters Amendment Act No 50 of 27 March 1968. This bill introduced the Coloured Persons Representative Council , consisting of forty elected members and twenty nominated members. This council could make laws on finance , local government , education , community welfare and pension s, rural town settlement s and agriculture which affected coloured people. Apartheid legislation in South Africa The Separate Representation of Voters Amendment Act, 1968 Act No. 50 of 1968 was an act of Parliament act of the Parliament of South Africa enacted under the government of B. J. Vorster , which repealed the Separate Representation of Voters Act, 1951 . This had the effect of removing the four members of the House of Assembly South Africa House of Assembly who were elected by Coloured voters in the Cape Province . Subsequently the House of Assembly would be elected solely by white South African white voters. The act was promulgated on 5 June 1968, but the repeal only took effect at the dissolution of the House of Assembly on 2 March 1970, before the South African general election, 1970 general election of 22 April 1970 . In the interim, the term of office of the four members was extended and the filling of any vacancy in their seats was prohibited. In 1969 Coloured citizens were given the right to elect members to the Coloured Persons Representative Council , a quasi legislative body with limited powers. The act was repealed by the South African Constitution of 1983 Constitution of 1983 , which created the House of Representatives South Africa House of Representatives to represent Coloured citizens in Parliament.
