  1. Constitution of Fiji: Preamble

Constitution of Fiji The Constitution of Fiji begins with a Preamble , which sets out the historical, cultural, and political reasons for the drafting of the 1997 Constitution. The writing of the Preamble was a careful balancing act. Fiji an society has often been culturally, economically, and politically polarized in recent decades between ethnic Fijians and Indo Fijian s, who are descendants of migrants brought to work the United Kingdom British owned sugar plantations between 1879 and 1916. The framers of the Constitution wanted the Preamble to acknowledge the unique place of indigenous Fijians and Rotuman People Rotumans , whilst at the same time affirming the equal value to the country of Indo Fijians and other minorities. The Preamble recalls the events in our history that have made us what we are. It begins by asking for the continued blessing of God who has always watched over these islands , and goes on to acknowledge the strong Christian tradition of the Fijian people, dating from their conversion from heathenism through the power of the name of Jesus Christ and speaks of the enduring influence of the Christian faith in Fiji today. Mindful, however, of Fiji s complex history of immigration which has resulted in the multicultural nature of the Fijian nation today, the Preamble also acknowledges the contribution ... of other faiths, to the spiritual life of Fiji. The Preamble traces Fiji s constitutional history, from its settlement by the ancestors of the Fijian and Rotuma n peoples and the subsequent arrival of numerous different peoples, through the decision of Seru Epenisa Cakobau Ratu Seru Epenisa Cakobau , the King who had united all of Fiji s tribes under his leadership in 1871, and his subsequent decision to cede the country to Great Britain on 10 October 1874, and the later decision of the Rotuman chiefs to cede Rotuma in November 1879, to the gaining of independence from the United Kingdom and the adoption of the first constitution in 1970, the abr ...   more details

  1. Fijian general election, 1992

Politics of Fiji General elections were held in Fiji between 23 and 30 May 1992. ref Nohlen, D, Grotz, F & Hartmann, C 2001 Elections in Asia A data handbook, Volume II , p653 ISBN 0199249598 ref It was the first election held since two Fiji coups of 1987 military coups in 1987 had severed Fiji s 113 year old constitutional links with the Monarchy of the United Kingdom British Monarchy , and later Queen of Fiji Fijian Monarchy , and ushered in a republic. The 1992 elections were the first to be held under the new electoral system, which was deliberately biased in favour of Fijian people ethnic Fijians . National constituencies, elected by universal suffrage and comprising approximately half of the House of Representatives Fiji House of Representatives under the 1970 constitution, were abolished, and for the first time, all members of the House of Representatives were elected from communal constituencies on closed electoral roll s, for registered members of a particular ethnic group. 37 seats were allocated to ethnic Fijians and only 27 to Indo Fijians , despite the near equality of their numbers in the population one seat was reserved for a representative of the Rotuma Rotuman Islanders , with five general electorates set aside for various minorities including Europeans, Chinese, and Banaba Island Banaban Islanders . The Fijian Political Party led by Sitiveni Rabuka , who had instigated the 1987 coups, won 32 of the 37 seats reserved for ethnic Fijians and Rotuman the remaining five were won by the extremist Fijian Nationalist Party of Sakeasi Butadroka . The 27 Indo Fijian electorates were almost equally divided, with the National Federation Party Fiji National Federation Party winning 14 seats and the Fiji Labour Party 13. 1. Fakpure

Nobility of Fiji The fakpure is variously considered the secular ruler of Rotuma in the pre European contact times. It was one of three chiefly roles with direct influence across the island of Rotuma, the other two being the Mua and the Sau Rotuman king Sau . Traditionally, the most senior political authority on the island, the fakpure was one of the gagaja gagaj es itu u of the districts of Rotuma, and the convener of the island s Council of Chiefs. After being elected as the district chief through the traditional processes see gagaja , the position of fakpure was bestowed on the most senior of these district chiefs, usually the chief whose district had won the most recent war, who also received the privilege of being the first served in the politically charged kava culture kava ceremony . In the early European writings on Rotuma, therefore the earliest recorded information on Rotuma, being prior to Western contact, an oral based culture , the prevailing understanding of the fakpure was that, prior to Western influence, he was convener and presiding officer of the council of district chiefs, and that he was charged with the appointment and maintenance of the sau, ensuring that the sau, as an earthly altar to placate the gods of fertility, was treated lavishly. Although the conditions in which the fakpure functioned have necessarily changed dramatically, the role of the fakpure, while not strictly existent any more, has been succeeded by the position of the Chair of the Council of Rotuma Rotuma Island Council . The district claiming the position of Chair and first precedence in the traditional kava ceremony is, in line with Fijian precepts of chiefdom, the chiefly district of Noa tau , who led the Methodist Church of Fiji and Rotuma Wesleyan alliance, the victors in the Rotuman Religious Wars , the last war on the island which culminated in Rotuma s cession to Great Britain in 1881 .
