  1. Broadcast auxiliary service

A broadcast auxiliary service or BAS is any radio frequency system used by a radio station or TV station , which is not part of its direct broadcasting broadcast to listeners or viewers. These are essentially internal use backhaul telecom backhaul channels not intended for actual reception by the public, but part of the airchain required to get those signals to such a transmitter radio transmitter . Examples include studio transmitter link STL transmitter studio link TSL remote pickup unit RPU electronic news gathering ENG 2GHz relocation In the United States , the Federal Communications Commission FCC moved TV channel s in the 2 GHz TV BAS band. This was done at the request of Sprint Nextel , so that it could use the current BAS band, which is adjacent to personal communications services PCS frequencies it already uses. The report and order resulting from this rulemaking specified that Sprint Nextel must pay for every TV station in the country to buy and install new BAS equipment to equally replace what they have now although not every station uses BAS . Previously, there were seven analog TV channels, each 17 or 18 MHz wide, between 1990 and 2110 MHz. There are now seven new digital TV channels, each 12 MHz wide, from 2025 to 2110 MHz. There was also a narrowed in place bandplan used as an interim measure, as the two bands overlap. Begun in 2005, the relocation was 94 complete as of October 2008, and was expected to be fully complete in mid 2009. After multiple extensions granted by the FCC, it was finally done in July 2010, with the completion of the Anchorage , Alaska TV market . 1. Toxics use reduction

Toxics use reduction is an approach to pollution prevention that targets and measures reductions in the upfront use of toxic materials. Toxics use reduction emphasizes the more preventive aspects of source reduction but, due to its emphasis on toxic chemical inputs, has been opposed more vigorously by chemical manufacturers. In the United States, toxics use reduction programs were set up by some state legislatures during the early 1990s, including in Massachusetts , New Jersey and Oregon . Program elements may include mandatory reporting of toxic chemical use, reduction planning requirements, research and technical assistance. In the mid 1990s, the U.S. United States Environmental Protection Agency Environmental Protection Agency considered toxics use reporting or materials accounting as an expansion of the public right to know on toxic chemical use. ref http www.epa.gov tri programs trip3v6.htm EPA TRI Issues Paper 3 Bot generated title ref The agency issued an advance notice of its proposed rule making in 1996 ref http www.epa.gov tri programs anprpre.htm EPA TRI Advanced Notice of Proposed Rulemaking FR Notice Bot generated title ref , though toxics use reporting was not adopted. 1. Self-regulatory organization

Unreferenced date December 2009 A self regulatory organization SRO is an organization that exercises some degree of regulatory authority over an industry or profession. The regulatory authority could be applied in addition to some form of government regulation, or it could fill the vacuum of an absence of government oversight and regulation. The ability of an SRO to exercise regulatory authority does not necessarily derive from a grant of authority from the government. In United States securities law, a self regulatory organization is a defined term. The principal federal regulatory authority the Securities and Exchange Commission SEC was established by the Federal Securities Exchange Act of 1934 . The SEC originally delegated authority to the National Association of Securities Dealers the NASD and to the List of stock exchanges United States of America national stock exchanges e.g., the New York Stock Exchange NYSE to enforce certain industry standards and requirements related to securities trading and brokerage. On July 26, 2007 the SEC approved a merger of the enforcement arms of the NYSE and the NASD, to form a new SRO, the Financial Industry Regulatory Authority FINRA . In addition, Congress created the Municipal Securities Rulemaking Board the MSRB as an SRO charged with adopting investor protection rules governing broker dealers and banks that underwrite, trade and sell tax exempt bonds, 529 college savings plans and other types of municipal securities. The American Arbitration Association is also an SRO with official, statutory status. Because of the prominence of the SROs in the securities industry, the term SRO is often used too narrowly to describe an organization authorized by statute or government agency to exercise control over a certain aspect of the industry. The National Association of Realtors NAR is an example of an SRO that fills the vacuum left by the absence of government oversight or regulation. The NAR sets the rules for Multiple Listing Serv ...   more details

  1. Rimshot (broadcasting)

Unreferenced date June 2008 A rimshot is a radio and television broadcasting term for a station that attempts to reach a larger media market from a distant suburb an, exurb an, or even rural location. The term is primarily used with FM broadcasting FM stations, and mainly in North America . The name derives not from the sound of a rimshot in music, but rather from basketball , where the ball hits the rim of the basket, and may or may not go in. Rimshot stations are often at a disadvantage compared to higher signal strength strength signals in a market. Many rimshot operators attempt to serve the larger market with a signal that has deficiencies in the intended listening area, especially on the far side from where it is transmitted. Many if not most rimshot stations are move in s, having moved to about halfway between their city of license which they are legally required to cover and serve and the metro area which they actually care about. In this manner, the broadcast range of the station ideally covers both. Although stations have traditionally been required to keep their main studio in their community of license, this has become less and less meaningful as more and more have been granted waiver s to Consolidation media consolidate radio studio s at a single location due to concentration of media ownership . In the U.S., it was FCC MM docket 80 90 that allowed FM stations to have closer spacing, thereby allowing move ins, and some new stations as well. This has generally been allowed, especially when it makes room for additional stations in outlying areas. In these cases, the table of allotments is amend ed in a rulemaking proceeding, although this is not always a requirement to move a station in most cases, depending on each particular situation. On an international level, stations which attempt to serve another country are called border blaster s . These are primarily Mexican AM broadcasting AM stations operating at very high power on clear channel s to reach the ...   more details

  1. Terminal radar service area

Unreferenced date March 2008 In United States aviation , a terminal radar service area TRSA is a delimited airspace in which radar and air traffic control services are made available to pilots flying under instrument flight rules or optionally visual flight rules for the purposes of maintaining aircraft separation. TRSAs are most often encountered surrounding busy U.S. airports. In recent years many of them have gradually been replaced by Class B airspace Class B or Class C airspace Class C Airspace class United States airspace . Fact date March 2007 Terminal Radar Service Area was established as part of a program to create Terminal Radar stations at selected airports. Because these were never subject to the rulemaking process of 14 CFR Part 91, they do not actually fit into any of the existing U.S. classifications of airspace and have been classified as non part 71 airspaces. While operating in these airspaces, a pilot who chooses to participate will receive radar services, but participation is not required. TRSAs will encompass a primary airport with a class D designation and the TRSA will be above other controlled airspace Typically Class E Airspace with a typical floor of 700 feet or 1,200 feet AGL Above Ground Level . 1. X-ASVP eXtensible Anti-spam Verification Protocol

Orphan date February 2009 X ASVP is a proposed Anti spam techniques e mail anti spam protocol that includes an algorithm to derive a set of URL s from an e mail address. The X ASVP algorithm produces three URL s, the first URL points to a document on a webserver with hostname x asvp in the same domain as the e mail address. The second URL is on the host www.x asvp in the same top level domain as the e mail address, and the third is on the www.x asvp.info webserver run by the X ASVP controlling committee. The owner of an e mail address, or the domain ISP, can post what is known as a meta document at any of the derived URL s. The meta document can contain any number of entities defined by the protocol, or by extensions to the protocol. The X ASVP Committee has proposed using an entity BULKMAIL UCE as a distributed Do Not E mail Registry. A rulemaking by the Federal Trade Commission recognizing this entity as equivalent to opt out registration in a National DNE Registry would instantly make the majority of UCE Unsolicited Commercial E mail illegal under existing provisions of the CAN SPAM Act of 2003. One major advantage of X ASVP is that it would enhance an ISP s standing to pursue spammers, and provide a new toolset to do so, as the webserver run by the ISP will record IP addresses closer to the origin of spam e mail than the IP currently recorded in the last Received header by the ISP s mail transfer agent MTA . Possible uses for X ASVP meta documents include posting of asymmetric encryption public keys, posting tokens that would be returned in an X ASVP mail header, and pointers to any other URL s the owner wishes. 1. Regulation (law)

see also Regulation A regulation is a form of secondary legislation issued by a government minister under the authority of primary legislation . Regulations are used to make the detailed arrangements which give effect to the intent and purpose of primary legislation. Regulations are typically used to address matters of detail, while matters of substance are left to primary legislation. Thus, legislature legislative assemblies need not spend as much time discussing purely technical questions, and any necessary changes can be made very quickly and easily. Usually, the power to make a regulation is not inherent in the executive branch of government, but must be explicitly conferred by an ordinary law. In this way it differs from other executive powers, such as the royal prerogative power to legislate in the form of Order in Council Orders in Council found in the United Kingdom and some Commonwealth realm s, or constitutionally granted powers such as those wielded by the President of the United States . Like the former, but unlike the latter, a regulating power may be altered or overruled by primary legislation by explicitly removing the power or widening or narrowing its scope, or through a process of implied repeal . A particular law may confer regulating power on the Government as a whole perhaps expressed in a council of state or a Cabinet government cabinet , or in one or more individual minister politics ministers . In Republic of Ireland Ireland and the United Kingdom , regulations are frequently used to implement directive European Union European Union directives .
