Education and career Birch received his Bachelor of Arts B.A. from the University of Virginia in 1967. He received his Juris Doctor J.D. and LL.M from Emory University School of Law in 1970 and 1976, respectively. Birch was a U.S. Army Lieutenant from 1970 1972. He was a Law clerk to Hon. Sidney O. Smith, Jr., in United States District Court for the Northern District of Georgia from 1972 to 1974. He had been in private practice in Gainesville, Georgia from 1974 to 1984, and in Atlanta, Georgia from 1984 to 1990. Birch retired from judicial service on August 29, 2010.     Stanley M. Rumbough, Jr. born 1920 was born in New York City and attended Yale University . For many years he worked for a variety of manufacturing companies. Rumbough also had an interest in Republican politics. In 1951 he was co founder with Charles F. Willis of the Citizens for Eisenhower movement, which helped develop grass roots support for the presidential campaign of Dwight D. Eisenhower . Branches of Citizens for Eisenhower were established in each state and helped plan local campaign activities. At the height of the 1952 campaign the national headquarters of Citizens for Eisenhower in New York City had over 700 volunteers and an extensive administrative staff. A. from Harvard Business School, then in 1933 received a Doctorate in Commercial Science. In 1935, he joined the faculty of the Harvard Business School and in 1955 he became fourth Dean there.     Stanley F. Schmidt was born in Hollister, California , on January 21, 1926. He received the B.E.E. degree from Marquette University in 1946, and M.S. and Ph.D. degrees in electrical engineering from Stanford University in 1952 and 1959, respectively. From 1946 to 1961, he was with NASA Ames Research Center , where he discovered the utility of the Kalman filter as applied to data processing for the nonlinear navigation equations of the manned lunar mission. Also while at Ames, Dr. Schmidt developed piloted motion simulators, designed nonlinear compensation techniques for saturation effects in control systems, and served as Branch Chief in charge of all analog simulation work. During 1961 and 1962, Dr. Schmidt was with Lockheed Missiles & Space Company. There he applied filter theory and model identification techniques and developed digital computer programs for processing tracking data and giving postflight evaluation of launch vehicle guidance and propulsion systems. From 1962 to 1966, Dr. Schmidt was a senior Staff Scientist with Philco s Western Development Laboratory. There he directed studies of navigation and guidance systems for space vehicle systems and development of digital computer programs for analysis and design of space vehicle systems. Also at Philco, he conceived the fan beam navigation satellite technique and pursued studies to prove the feasibility and accuracy of this concept. He also developed a formulation of the Kalman filter which was named the Schmidt Kalman Filter in his honor. In 1966, Dr. Schmidt joined Analytical Mechanics Associates Analytical Mechanics Associates, Inc. where he was Vice President and Technical Director of their Western Division.
