The Tanganyika Groundnut Scheme was a plan to cultivate tracts of what is now Tanzania with peanut s. It was a project of the United Kingdom British Labour Party UK Labour government of Clement Attlee . It was abandoned in 1951 at considerable cost to the taxpayers when it did not become profitable. Ground nuts require at least 500  mm 20  inches of rainfall per year the area chosen was subject to drought. Overview In 1946, Frank Samuel , head of the United Africa Company , a subsidiary of Unilever , came up with an idea to cultivate groundnuts in the British protectorate of Tanganyika , now mainland Tanzania, for the production of vegetable oil . Britain was still under World War II Rationing in the United Kingdom during and after World War II rationing and short of cooking fats. He suggested the idea to his contacts in the British government. In April 1946, the British Labour government authorised a mission to visit suitable sites. The team was led by John Wakefield civil servant John Wakefield , ex Director of Agriculture in Tanganyika. After a three month mission, the team s report was optimistically favourable to the scheme. Wakefield believed that the main reason for the apparent barrenness of the Tanganyika was local primitive farming practices that would be easily solved by Western equipment. The government, with the lead of Minister of Food John St Loe Strachey John Strachey , eventually authorised 25 million to cultivate 150,000 acres 607  km of scrubland in six years. They began to recruit men for the Groundnut Army and 100,000 ex soldiers volunteered. They form the major biomass of pelagic fish in Lake Tanganyika, swimming in large schools in the open lake, feeding on copepods and potentially jellyfish. Their major predators are four species of Lates which are also endemic to Lake Tanganyika, and are related to but not the same as the Nile Perch in Lake Victoria . All of these pelagic fish have suffered from overfishing in the last two decades. Limnothrissa miodon has been successfully introduced in both natural and artificial African lakes. Large kapenta fisheries now take place in the Lake Kariba Zambia Zimbabwe and Cahora Bassa Mozambique . This fish is caught at night using lights to attract it. A Hand net dip net generally about six metres in diameter is used to bring the fish up from anything from 40 metres 130  ft . It is then salted at a ratio normally of 2.5  kg per 30  kg 1  lb per 12  lb of fish, and dried in the hot Zambezi Valley sun. It is hugely important staple, providing refrigeration free protein to people of Africa. A cup of dried kapenta will feed a family. It is an important bait fish for the Tigerfish Alestidae family and although introduced in Kariba and Cahora Bassa, does not seem to have harmed the environment. It is an important contributor to the economies of the areas it is caught in. In Zimbabwe dried kapenta fish are shallow fried with onions and tomatoes. They are eaten with traditional staple meal called Isitshwala sadza . The Malagarasi River is Tanzania s second longest river. It empties into the eastern side of Lake Tanganyika about 25 miles south of Kigoma , and is one of the lake s primary inflows.
