Under General Lucius D. Clay , it administered the area of Germany and sector of Berlin controlled by the United States Army . The Allied Control Council comprised military authorities from the United States, the United Kingdom , the Soviet Union and France . OMGUS previously reported to the U.S. Group Control Council, Germany USGCC , which existed from May 8, 1945 until October 1, 1945. Primary duties include establishing the executive branch standards of conduct issuing rules and regulations interpreting the criminal conflict of interest restrictions establishing the framework for the public and confidential financial disclosure systems for executive branch employees developing training and education programs for use by executive branch ethics officials and employees and setting the requirements for, supporting, and reviewing individual agency ethics programs to ensure they are functioning properly. The Director of OGE is appointed by the President after confirmation by the United States Senate U.S. Senate . The Director of OGE serves a five year term, thereby overlapping presidential terms, and is subject to no term limit. The rest of the OGE employees are career civil servants.     The Joint Committee on Printing is a joint committee of the United States Congress devoted to overseeing the functions of the Government Printing Office and general printing procedures of the federal government of the United States . The authority vested in the Committee is derived from USC 44 101 and the Committee is thereby responsible for ensuring compliance by federal entities to these laws and the Government Printing and Binding Regulations. The current joint committee was created by the Legislative Reorganization Act of 1946 and combined the functions of the United States House Committee on Printing and the United States Senate Committee on Printing . The Committee traces its lineage back to a similar one created by an act of August 3, 1846 USStat 9 114 , 2 consisting of three members each from the two houses. By virtue of this it is the oldest joint committee of the Congress, although not continuously organized as such.     United States Government Manual is the official handbook of the Federal Government, published by the United States Government Printing Office . The first edition was issued in 1935. Through the 1972 73 edition it was known as United States Government Organization Manual it acquired its present title with the 1973 74 edition. The Manual provides comprehensive information on the agencies of the legislative, judicial, and executive branches. It also includes information on quasi official agencies international organizations in which the United States participates and boards, commissions, and committees. One of the Appendices has a cumulative list of Federal Executive Agencies Terminated, Transferred, or Changed in Name Subsequent to March 4, 1933.
