  1. Board of Governors of the United States Postal Service

    The Board of Governors of the United States Postal Service is an eleven member board comparable to a board of directors of a private corporation, except in service of the American postal system. Nine members are appointed by the President of the United States , subject to confirmation by the Senate. The nine presidentially appointed Governors choose the United States Postmaster General Postmaster General , who also serves as a member of the Board. These 10, in turn, choose a Deputy Postmaster General, who becomes the 11th member of the Board. The Postmaster General and Deputy Postmaster General serve at the pleasure of the Governors. Each Governor is appointed to a nine year term or to the remainder of an unexpired term created by the death or resignation of a sitting Governor. Terms of the Governors are staggered to expire each year on December 8. A Governor whose term has expired may continue to sit on the Board for up to one year until a successor has been appointed. No more than five of the nine Governors may be of the same political party. On December 20, 2006, President George W. Bush signed the Postal Accountability and Enhancement Act, P.L. 109 435, which changed the terms of subsequently appointed Governors from nine to seven years. The Board generally meets once a month. Each January, the Governors elect a Chairman and a Vice Chairman. Each Governor receives 300 per day for not more than 42 days of meetings each year and travel expenses, in addition to an annual salary of 30,000. History When the Taylor Grazing Act was passed in 1934 by the United States Congress , an office under the Department of the Interior was also created to manage the act. It was first called the Division of Grazing , but later was renamed the U.S. Grazing Service in 1939. Its responsibilities were to enforce the act, which leased public lands to farmers and ranchers for grazing. The Grazing Service encountered multiple problems, such as very low fees to lease land, which could not be raised due to opposition from farmer s, budget reductions enacted by Congress, or unlawful use of the lands. Hoping to better control improper use of the lands, the Grazing Service moved its headquarter s from Washington, D.C. to Salt Lake City, Utah .     File US Postal Savings System 5.jpg thumb A certificate of a 5 deposit in the United States Postal Savings System issued on September 10th, 1932 The United States Postal Savings System was a postal savings system operated by the United States Postal Service from January 1, 1911 until July 1, 1967. The system paid depositors 2 percent annual interest. Depositors in the system were initially limited to hold a balance of 500, but this was raised to 1,000 in 1916 and to 2,500 in 1918. At its peak in 1947, the system held almost 3.4 billion in deposits. The system originally had a natural advantage over deposit taking private banks because the deposits were always backed by the full faith and credit of the United States Government. However, because the Federal Deposit Insurance Corporation gave the same guarantee to depositors in private banks, the Postal Savings System lost its natural advantage in trust. Locations On March 1911 March 26, 1911 , the locations of the central depositories for the first 19 states were established, followed the next day by 25 others. The post offices were selected by merit rather than geography, based on those with the best efficiency record in the state.
