  1. Northeast Interstate Dairy Compact

    The Northeast Interstate Dairy Compact is an agreement among the six New England states to support the farm price of milk used for fluid consumption at a higher level than under federally mandated minimum prices in the region. From 1997 until its expiration on September 30, 2001, the Northeast compact required processors in the region to pay dairy farmers at least 16.94 cwt. for farm milk used for fluid consumption. The law allowed membership in the compact to expand to New York, New Jersey, Pennsylvania, Delaware, Maryland and Virginia, if the prospective state was contiguous to a member state, and if the compact was approved by the state legislature of the prospective state and the U.S. Congress. Although many states expressed interest in joining the compact or forming a separate compact, no congressional approval was granted beyond the six New England states, because of strong opposition from Upper Midwest dairy farmers and dairy processors. The dairy compact has been replaced with Milk Income Loss Contract MILC payments under the 2002 farm bill P.L. 107 171, Sec. 1502 , which mandates direct federal payments to all participating dairy farmers nationwide when the minimum price for fluid farm milk in the Northeast falls below 16.94 per cwt. The compact was established by the Compact Law and the Low Level Radioactive Waste Policy Amendments of the 1985. The Central Interstate Low Level Radioactive Waste Compact and US Ecology purchased land 2 miles west of Butte, Nebraska in the early 1990s with the intention of placing a dump site there. As can be seen in Nuclear Nebraska Nuclear Nebraska The Remarkable Story of the Little County That Couldn t Be Bought written by Susan Cragin, there was extensive controversy and the dump site was eventually removed from consideration. Citizens and factions throughout Boyd County, Nebraska Boyd County , where Butte is located, fought for over 15 years over the placement of a disposal site in this area. Former Governors Kay Orr and Ben Nelson were heavily involved on different sides of the issue, and Governor Orr s support for the dump may have cost her re election. Nebraska was officially removed from the compact after a series of long court battles that ended in 2004. The U.S. uses a single member district plurality system to elect the members of its lower legislative house, the U.S. House of Representatives . Every ten years, after a census, the two major parties have a redistricting fight to determine the boundaries of these districts, and to protect the seats of incumbents. As a result, turnover in the House is low. Democratic representation is also quite low, because under a two party system with single member districts elected with winner take all, any outside challenger would become a Spoiler effect spoiler .
