Pseudo urbanization is the condition in which a large city has formed in an area without a functional infrastructure to support it. As the population of an urbanized area grows, the city s infrastructure must grow with it, or else shortage s will develop, typically in House housing , education , transportation , clean water and waste management waste removal services, or other services such as law enforcement. Overpopulation in urban areas is often characterized by shanty towns , where such services are inadequate or wholly absent. A city in which significant growth in the absence of adequate infrastructure has taken place will be deemed pseudo urbanized . Urbanization in the North South divide third world tends to consist primarily of pseudo urbanization . This happens largely because of so called rural push factors which push people from the countryside into the cities, without the city being prepared to accept them. Rural urban migrants in the third world usually move into the cities due to poverty related reasons, leading to a demographic explosion and a progressive concentration of poor migrants in the cities. This is a finite process, as one city can only hold so many people due to limited infrastructure and available resources. Avenida 25 de Abril is an avenue that surrounds, by the east, the city of P voa de Varzim , in Portugal . It stretches from Avenida do Mar to the city limits with Vila do Conde . The avenue has almost 3  km long and is considered structural to the urbanization of inland P voa. The avenue is known for its large number of roundabouts and serpent shape, the City Hall justified this option due to speeds limits not being respected, a known problem on national highway 13 that crosses the city center, and in order not to implement traffic lights. The idea for the avenue occurred in 1982 to architect Carvalho Dias and started being urbanized in early 2000s, prior to the urbanization the Industrial Area of Barreiros and a couple of houses existed there. The first smaller section was rapidly urbanized and became one of the most central areas in the city.
