    orphan date October 2009 The Western European parliamentary model , also known as the West German model due to the Bundestag of West Germany , now Germany , devised much of this system s basis , is a form of parliamentary system in which greater emphasis is placed upon consent between the wide number of sitting parties in the parliament most of them elected through a party list proportional representation electoral method . It is a chief competitor to the Westminster system used in a large number of Commonwealth countries legislatures. The committees of the Parliaments using the Western European model tend to be more important than the plenary chamber. Switzerland is considered one the purest examples of a consensus system. Features Constructive vote of no confidence in which the opposition calls for an opposition replacement for the sitting prime minister when the opposition wants a parliamentary vote on the legislators level of confidence in the incumbent.     The European Parliamentary Union EPU was a private organization set up by Count Richard Nikolaus von Coudenhove Kalergi , who was also its Secretary General. It held its preliminary conference on 4 5 July 1947 at Gstaad , Switzerland , and followed it with its first full conference from 8 to 12 September. Kalergi s aim was to draft a European Constitution . The EPU asked some 4000 members of Parliament of 13 European countries to decide for or against a European Federation in the framework of the United Nations. The project was criticized by Denis de Rougemont and Duncan Sandys , son in law of Winston Churchill , founder of the European Movement , who advocated a model based on an intergovernmental co operation without any loss of national sovereignty. History The series came about as the result of talks among CAMSO, Spedeworth International Ltd. and SCSA V8 Trophy. The thoughts were around the fact there are so many late model type stock cars in Europe which are not racing, and it seemed silly not to do something about it. CAMSO was a reasonably successful formula, but its lack of profile resulted in a series which had become stalled. SCSA had gone through several reinventions since its establishment in 2001, and had been in decline since around 2005. Cars European Late Model Series is open to North American Stock Cars with a wheelbase of 104 105  inches. Performance is be equalised to allow cars from both old series to race against each other competitively. Tracks More than half the rounds take place at the Belgian oval track in Warneton .
