Norton was the son of William Norton, Rector of Baltinglass , Ireland . He was elected to the British House of Commons House of Commons for Newington West UK Parliament constituency Newington West in 1892, a seat he held until 1916, and served under Henry Campbell Bannerman Sir Henry Campbell Bannerman and H. H. Asquith as a Junior Lord of the Treasury from 1905 to 1910 and as Assistant United Kingdom Postmaster General Postmaster General from 1910 to 1916. The latter year he was raised to the peerage as Baron Rathcreedan , of Bellehatch Park in the County of Oxford. He later held office under David Lloyd George as Assistant Parliamentary Secretary unpaid to the Ministry of Munitions and Supply from 1919 to 1921. Lord Rathcreedan married, firstly, Cecilia, daughter of James Kennedy and widow of William Thomas Cavendish, in 1880. After her death in 1898 he married, secondly, Marguerite Cecil, daughter of Sir Charles Philip Huntington, 1st Baronet, in 1903. Born Cecil Forester, he assumed the additional surname of Weld by Royal licence in 1811, upon inheriting Willey, Shropshire Willey Park from his cousin George Forester . He was elected to the British House of Commons House of Commons for Wenlock UK Parliament constituency Wenlock in 1790, a seat he held until 1820. The latter year he was raised to the peerage as Baron Forester , of Willey Park in the County of Shropshire. Lord Forester married Lady Katherine Mary Manners, daughter of Charles Manners, 4th Duke of Rutland , in 1800. Lewis was the son of Thomas William Lewis, an engineer, of Merthyr Tydfil , Glamorganshire . He at first worked for the Marquess of Bute Bute coal mining pits in southern Wales, but between 1870 and 1880 he acquired his own pits in Rhondda Cynon Taff Rhondda , which became known as Lewis Merthyr Consolidated Collieries Limited. He was also the founder of the Monmouthshire and South Wales Coal Association as a response the growing strength of the trade unions. Lewis was created a Baronet , of Nantgwyne, in 1896 and in 1911 he was raised to the peerage as Baron Merthyr , of Senghenydd in the County of Glamorgan. Lord Merthyr died in August 1914, aged 77, and was succeeded in his titles by his eldest son Herbert. A sculpture by Thomas Brock was erected in Aberdare Park and unveiled in 1913.
