At present it comes under the administrative authority of Dumfries and Galloway . It is surrounded by the Hamlet place hamlets of Elrig , Mochrum and Monreith . The original settlement was known as Killantrae, meaning The Church on the Beach in Gaelic, and was probably founded not long after St Ninian arrival in nearby Whithorn towards the end of the 4th century. Killantrae was swept away following the intervention of developer and landlord Sir William Maxwell of Monreith . In the five years until 1776 he built an entirely new village, complete with a good harbour and was renamed Port William. WilliamI died after 1060 was the Count of Astarac from 1022 or 1023. He was, according to the Genealogica Comitum Guasconi , the eldest son of Arnold II of Astarac and Talesa. On his father s death he received Astarac while his younger brother Bernard Pelagus received Pardiac . In 1023, in his first recorded act as count, William received the monstery of Pessan from his younger brother Otto or Oddo , a deacon, and granted it to the abbey of Simorre , of which Otto became abbot. In 1025 William consented to Otto s restoration of the monastery of Saramon . In 1034 William placed the abbey of Sainte Dode , founded earlier by Otto, under the authority of Simorre. In that same year William married a relative within the degree prohibited by the church. His marriage was validated only after the performance of prescribed penance s. There is a reference to an Agganricus as a cognatus relative of William. Since this Agganric is not known elsewhere and most of William s other relatives are accounted for, presumably he is a relative of William s wife. William s last recorded public act was related to Pessan, in 1060. William was succeeded by his only child, Sancho I of Astarac Sancho I . WilliamI of Bimbia , born Bile , was the Paramount chief chief and Monarch king of the Isubu ethnic group, who lived in Bimbia on the coast of Cameroon in the mid to late 19th century. Great Britain British traders recognised the sovereignty of William s Bimbia and titled him Monarch king . William sold land to the British missionary Alfred Saker to found the Baptist colony of Victoria, now Limbe, Cameroon Limbe . This puzzled rival Bakweri chiefs, since William did not actually own the territory. William was succeeded by Young King William , his son.
