    On The Wire is a radio programme broadcast on BBC Radio Lancashire . It is presented by Steve Barker. The show was first broadcast on 16 September 1984. In the 1980s the show was broadcast on Sunday afternoons 2 5pm. On the Wire s first guests were Adrian Sherwood and Keith le Blanc. Sherwood and Dub Syndicate provide the show s theme music. The guests on the second week of the show were Depeche Mode . On the Wire was one of the first shows in the UK to play hip hop , house music and techno music . It gave the first radio plays in the UK for Derrick May musician Derrick May and Kevin Saunderson and the radio premier of 808 State s Pacific State and A Guy Called Gerald s Voodoo Ray . Andy Madhatter Holmes and Pete Haigh have provided since 1986 the once a month Funkology show. Michael Fenny Fenton has a weekly slot on the show where he plays music from the local music scene. At the beginning of the 1990s On the Wire was under threat from the BBC , but at the last minute the show was saved by the BBC board, with the show being described as a unique BBC product . Brian Planet Jackson and John Peel were key figures in saving the programme. When the programme was saved it moved to a new slot on Thursday evenings, and then to its current slot on Saturday evenings.     Unreferenced stub auto yes date December 2009 Minimum Obstacle Clearance Altitude , or MOCA , is the lowest published altitude in effect between fixes on VHF omnidirectional range VOR Airway aviation airways , off airway routes, or route segments that meets obstacle like a building or a tower clearance requirements for the entire route segment. Within the United States, this altitude also assures acceptable navigational signal coverage only within 22 Nautical mile nm of a VHF omnidirectional range VOR . The MOCA seen on the National Aeronautical Charting Office NACO en route chart, may have been computed by adding the required obstacle clearance ROC to the controlling obstacle in the primary area or computed by using a TERPS chart if the controlling obstacle is located in the secondary area. This figure is then rounded to the nearest 100 foot increment, i.e. 2,049 feet becomes 2,000, and 2,050 feet becomes 2,100 feet. An extra 2,000 feet is added in mountainous areas, 1,000 in non mountainous. The MOCA is based upon obstacle clearance over the terrain or over manmade objects, adequacy of navigation facility performance, and communications requirements. The MOCA is always at or below the Minimum enroute altitude MEA , and may put an aircraft below air traffic control RADAR coverage and also below Minimum reception altitude MRA for navigation aids as a result, it is typically used only in emergencies, especially to get below icing.     An Air traffic obstacle is a tall structure which can endanger air traffic. Air traffic obstacles have to be marked in most cases with red and white colored markings and with aircraft warning lights at night. On larger structures blinking lights are required. An example of an air traffic obstacle is the air traffic control tower. In the past lamps similar to those used on lighthouses were sometimes used. There are still such lamps on Fernsehturm Stuttgart in Stuttgart, Germany. A fainter rotating light is on Blosenbergturm , Berom nster , Switzerland. A special method of marking was used at the mast of Deutschlandsender Herzberg Elster in 1939. On small poles near the mast multiple rotating skybeamers were mounted which illuminated the lens like structure on the top. Because of this no electrical installation was required on this mast. This capability allows the visual warning lights to remain passive until an aircraft is detected and known to be tracking on an unsafe heading. OCAS is currently the only FAA approved Audio Visual Warning System Audio Visual Warning System AVWS approved in the National Airspace. OCAS is also the only AVWS approved by the International Dark Sky Association. OCAS is operational in the US, Canada, Norway and Germany. Overview Radar Coverage The OCAS system is designed to protect obstacles that are vulnerable to low flying aircraft. Initial Warning Medium Intensity Lighting Once the initial threshold is met, the visual warning is activated.
