Fulfillment of the requirements of the Acts were necessary for the former Confederate States of America Confederate States to be readmitted to the Union. The Acts excluded Texas, which had already ratified the 13th amendment and had been readmitted to the Union. A key feature of the Acts included the creation of five military districts in the South, each commanded by a general, which would serve as the acting government for the region. In addition, Congress required that each state draft a new state constitution, which would have to be approved by Congress. The states also were required to ratify the Fourteenth Amendment and grant voting rights to black men. President Andrew Johnson s vetoes of these measures were overridden by Congress. Peel s Acts as they are commonly known were Act of Parliament Act s of the Parliament of the United Kingdom . They consolidated provisions from a large number of earlier statutes which were then repealed. Their purpose was to simplify the criminal law. The term refers to the Home Secretary who sponsored them, Sir Robert Peel . The Acts were the product of a failed attempt to codification law codify the criminal law. There were two separate sets of broadly identical Acts for England and Ireland respectively. They were replaced by the criminal law consolidation Acts 1861 .
