Headquartered at the Virginia Bio Technology Research Park, in Richmond, Virginia Richmond , Virginia , VABIO was founded in 1992 and incorporated in the Commonwealth of Virginia as a non profit 501 C 6 trade association. It is the official state affiliate of the Biotechnology Industry Organization BIO . VABIO sponsors student internships, workforce development initiatives and serves as the primary contact point for the media, government officials, researchers and students regarding the bioscience industry in Virginia. Its activities are governed by a board of directors composed of twenty four leaders representing all segments of the bioscience community. The first full time executive director for VABIO, Mark A. Herzog, was hired in August 2000. The Virginia Biotechnology Association is one of the three founding partners of Mid Atlantic Bio, the first regional bioscience convention that combines academia, the commercial bioscience industry and the venture capital community in one major event. Owned and operated by CPI, the NIBF houses an open access trial and development centre intended for use by businesses during the testing stage of chemical production before investment. Further activity includes the development of biorefineries which use specially grown crops or waste material to produce energy, fuel and heat as an alternative to burning fossil fuels. The Facility was built in collaboration with the Centre of Excellence for Biocatalysis, Biotransformations and Biomanufacturing CoEBIO3 , three regional development agencies One NorthEast , Yorkshire Forward and Northwest Development Agency via The Northern Way and Thermal Transfer with support from other companies and institutions. An extension of the facility is currently underway, expected for completion by the end of 2010. The Innovation and Growth Team in Industrial Biotechnology recommended creation of an Industrial Biotechnology Demonstrator working up to ten tonne scale and that it should be built at CPI as an open access demonstrator facility. The demonstrator is for Industrial fermentation fermentation up to 10 tonne capacity, with associated upstream and downstream facilities. The demonstrator will stimulate the use of Industrial Biotechnology to develop and demonstrate processes delivering viable products. The Facility will be tailored to the production of fuels, high volume platform chemicals, and low volume specialty and higher value chemicals using renewable feed stocks such as biomass and waste.     The Coordinated Framework for Regulation of Biotechnology , proposed in 1984 by the White House Office of Science and Technology Policy and finalized in 1986, spells out the basic federal policy for regulating the development and introduction of products derived from biotechnology . A key principle of the framework is that Genetically modified organism genetically engineered organisms would continue to be regulated according to their characteristics and unique features, and not according to their method of production. In other words, for example, if a food product produced through biotechnology is substantially the same as one produced by more conventional means, that food is subject to no additional or no different regulatory processes. The framework also maintains that new biotechnology products are regulated under existing federal statutory authorities and regulation. The U.S. policy framework contrasts with that of some of its major trading partners the European Union , Japan , South Korea , China , Australia and New Zealand either have or are establishing separate mandatory labeling requirements for products containing genetically modified organisms.
